Is Lucky Goal App a scam?

I downloaded the free lottery app called Lucky Goal to see if I could win PayPal cash and prizes. Is this gambling app really free to play? Is it one giant scam where you win pennies from several days of playing? Welcome to my not-sponsored, honest app review.

Lucky Goal follows the usual free lottery app format. You can around with various gambling features: spin-the-wheel, scratch offs, and daily rewards. You get served a ton of ads. You always win some tokens after each activity, but you rarely win money. However, you do win money within your first 48 hours of playing to "hook" you, but never enough to reach $10, which is the PayPal cash-out minimum.

Whenever I review a free lottery app, I care more about the tokens, the gift cards, and the safety. So does Lucky Goal meet my criteria?
